Local Government Futures Ltd. (LGF)
was established in 2004 to provide high quality financial and
management consulting services to the public sector. We have a
strong public sector ethos, primarily working with local
government, and pride ourselves on the outcomes that we achieve
through working in partnership with our clients.
Our aim is to deliver
forward-thinking and innovative consultancy support, providing
tangible benefits for your organisation at affordable prices.
In addition to possessing extensive consultancy expertise, LGF’s
Directors have around 30 years of combined experience in working
at senior levels within local authority finance. We therefore
fully understand and appreciate the pressures and demands placed
upon public sector managers today. |

Adrian Jenkins, BA (Hons),
CPFA, Director – Service Development

Adrian heads up LGF’s service
related support to authorities, including Education and
Schools’, Housing and Social Care finance issues. Adrian is also
responsible for advising clients on the latest local authority
finance developments, for example, the implications of the Local
Government White Paper and Lyons’ Inquiry.
Adrian was previously Financial
Strategy Manager at LB Southwark, with responsibility for medium
term financial planning and special projects, including PFI/PPP.
Whilst at LB Southwark, Adrian advised the then Association of
London Government (ALG) on capital issues and represented the
ALG on the technical sub-group dealing with the Prudential
Framework for Capital Finance. Adrian has also previously worked
at LB Lambeth and Surrey CC. |

Jude Ranasinghe,
BSc (Hons), CPFA, Director – Consultancy and Training

Jude leads LGF’s Consultancy and Training division, delivering
consultancy projects to address specific client requirements and
providing finance related training for Members and officers.
Jude is also responsible for LGF’s work with private sector
clients. Prior to joining LGF, Jude led the Institute of Public
Finance's Financial Management Consultancy. He was also
previously Chief Accountant at Birmingham CC, with
responsibility for financial planning, forecasting and briefing
on local authority finance proposals. Jude has also worked at
Leicester CC.
Jude has played a key role in local authority finance at a
national level, representing Birmingham CC and the Local
Government Association on a number of national working groups in
relation to revenue/capital budget and planning issues, such as
the Formula Review Group and Comprehensive Spending Review
Capital Investment Task Group. In addition, Jude has
co-authored papers presented to the Balance of Funding Review
Group on the Re-localisation of Non-Domestic Rates and Local
Income Tax. |

Neil Wilcox, LLb (Hons),
ACMA, Director – Local Government Funding and Research

Neil manages LGF’s local government funding and research
service, including the provision of Council Tax and funding
forecasts, finance settlement analysis, lobbying on behalf of
individual or groups of authorities and data
analysis/qualitative research.
In
addition, Neil is responsible for LGF’s support to the
increasing number of local authorities that we work with on a
regular partnership basis through providing ongoing advice and
support on financial management issues.
Neil was previously Chief Finance and Policy Officer for the
LGA's High Ethnicity Authorities' Special Interest Group (HEASIG)
and has also worked at LB Brent as Head of Financial Analysis.
Whilst at LB Brent, Neil was responsible for providing analysis
and advice on revenue funding and Government financial policy,
funding forecasts, budget consultation and the financial aspects
of Best Value reviews. |
